President Barrow Orders Probe into Ex-CDS Cham Corruption Scandal

The Gambia Armed Forces (GAF) has launched a formal investigation into serious allegations of corruption leveled against former Chief of Defense Staff, Lieutenant General (Retired) Mamat O.A. Cham, by his ex-Personal Assistant, Ex-Sergeant Modou Saine.

In a detailed statement, the GAF confirmed it is aware of the claims circulating widely on social media platforms, which ultimately prompted Lt. Gen. Cham’s resignation as CDS. However, the military high command stressed that “no substantive evidence has yet been established” regarding the allegations.

The development comes as a significant test for the GAF’s reputation. The institution has long enjoyed strong public trust, consistently ranking among the most respected security bodies in the country in independent surveys by the Center for Policy Research and Strategic Studies (CEPRASS).

In response to the gravity of the matter and to safeguard public confidence, President Adama Barrow, who serves as Commander-in-Chief of the Armed Forces, has directed the establishment of an independent Board of Inquiry (BOI) to examine the allegations thoroughly.

“The GAF will not pre-empt the outcome of the investigation and will allow the BOI to conduct a thorough, impartial, and comprehensive inquiry,” the statement read.

The military emphasized that it operates under strict ethical standards, administrative procedures, and codes of conduct that apply to all personnel regardless of rank. It assured Gambians that the High Command continues to function normally, with no disruption to operational effectiveness, command cohesion, or day-to-day duties.

“Due regard continues to be accorded to the chain of command, institutional processes, and the welfare of personnel at all levels,” the GAF noted. “There is no situation arising from the matter in question that undermines operational effectiveness.”

The statement urged the public to exercise restraint while the probe is underway and reaffirmed the Armed Forces’ commitment to its constitutional mandate.

“The GAF wishes to assure the general public of its unwavering commitment to its constitutional responsibilities and the welfare of its personnel. The institution will continue to uphold the highest standards of professionalism, integrity, and service in safeguarding the sanctity of the Armed Forces and advancing the national interest of The Gambia above anything else,” it said.

The formation of the Board of Inquiry marks a proactive step by the Barrow administration to address the controversy transparently.

Observers say the investigation’s outcome could have broader implications for accountability within Gambia’s security sector.

As the BOI begins its work, all eyes remain on how the process unfolds and whether it will reinforce or challenge the high level of trust the Gambian public has historically placed in its armed forces.
